Draft Conservation Area Appraisals and Management Plans
Local authorities have a duty to designate conservation areas and from time to time to review the boundaries.
Buildings within a conservation area become subject to special controls to prevent their demolition without express planning permission, and some permitted development rights are more restrictive.
Draft Conservation Area Appraisals and Management Plan Documents have been produced by Growth Lancashire on behalf of Wyre Council for each of the seven conservation areas:
A Conservation Area Appraisal is an assessment of the current condition of the built environment and character of the landscape within a designated Conservation Area. The aim is to define the special interest of the conservation area and identify the issues which threaten its special qualities.
Alterations to the proposed boundaries
Boundary revisions are proposed for Fleetwood, Poulton and Garstang to ensure that buildings which do not contribute to the conservation area’s special architectural and historic interest are not subject to additional planning controls. Extensions to the boundaries are also proposed.

Public consultation
The Council values the contribution of residents and other interested parties in the planning process and is carrying out a public consultation on the Draft Conservation Area Appraisals and Management Plan Documents from Friday 24 October 2025 to 5.00pm Monday 15 December 2025.
As part of the consultation, we are holding a series of public exhibitions during the consultation period at which you can discuss the Conservation Area Appraisals and Management Plan Documents with officers from the Planning Policy team. The dates and venues are:
- Poulton-le-Fylde Market Stall – Monday 3 November – 9am to 1pm
- Dolphinholme Village Hall – Monday 3 November – 3pm to 5pm
- Fleetwood Market Stall – Tuesday 4 November - 9am to 1pm
- Scorton Village Hall – Tuesday 4 November – 3pm to 5pm
- Calder Vale Village Hall – Wednesday 5 November – 3pm to 5pm
- Garstang Library – Monday 10 November – 2pm to 4:45pm
- Kirkland and Catterall Memorial Hall – Tuesday 11 November – 3pm to 5pm
- Poulton-le-Fylde Community Hall – Saturday 15 November – 9am to 12pm
