Dog control orders
Public Space Protection Orders (PSPOs) are currently in force across Wyre to support the enforcement of dog control measures under the Anti-Social Behaviour, Crime and Policing Act 2014. These orders place responsibilities on anyone in charge of a dog to help ensure public spaces remain safe, clean, and enjoyable for everyone.
The current PSPOs include the following requirements:
- Dogs on leads by direction – a dog must be placed on a lead when instructed by an authorised officer
- Dogs on leads in designated areas – dogs must be kept on leads in specified locations
- Dog exclusion zones – dogs must not enter certain restricted areas
- Immediate removal of dog fouling – dog fouling must be cleaned up without delay
- Proof of means to pick up – individuals must show they have suitable means to clean up after their dog when requested by an authorised officer
- Limits on dog numbers – restrictions apply on the number of dogs one person can walk at the same time in designated areas
The current orders are due to expire on 4 October 2026. Subject to consultation feedback, Wyre Council is proposing to extend the PSPOs for a further three years.
In addition, the council is considering the following amendments:
- Mount Gardens: Change from “dogs on lead by direction” to “dogs must be kept on a lead at all times”
- Dog fouling Fixed Penalty Notice (FPN): Increase from £100 to £250, while all other PSPO-related FPNs remain at £100
