School leavers under the age of 20

If someone who lives in your household is a school leaver then they do not count for council tax purposes.

For council tax purposes a school or college leaver is:

  • a person under the age of 20 who leaves school, college or full time education on or after 01 May in any year. The person must have undertaken a qualifying course of education, no higher than A-level or equivalent. The school leaver will not count for council tax purposes until 31 October of that same year
  • a person aged 18, for whom someone is receiving child benefit. You will need to provide a copy of the letter from HMRC which confirms who you are in receipt of child benefit for. The person you are claiming child benefit for will not count for council tax purposes until the day the child benefit stops

If, even after disregarding any adults living in your household who do not count for council tax purposes, more than one adult does still count, then no discounts can be claimed, though you can make a claim for council tax support if you are on a low income.
