Self-build and custom build register

Self-build or custom-build is simply the process of designing, planning and building your own home. There are several routes to building your own home and the level of involvement you have can vary greatly depending which way you choose. Some people wish to manage the design and construction process and do the building and labouring work themselves while others commission a contractor to do it for them. Projects range from individual homes on single plots to group projects on larger sites.

Local authorities are required to research demand for self-build plots in their area and from 1 April 2016 the Self-build and Custom Housebuilding Act 2015 obliges them to maintain a list of people and groups interested in building their own homes. The register will be used to see how many people are interested in building their own homes in the borough. Registration does not however guarantee that a suitable plot will be identified or become available. 

Do you have a serviced plot available?

If you are looking to promote a possible site for self or custom-build, please notify us. The site will need to be acceptable in planning terms and will require planning permission. A serviced plot is defined in the regulations as being one that has access to a public highway and connections for electricity, water and waste water.

If your contact details change or you acquire a self or custom-build plot, please let us know. We will also contact you on a yearly basis to ask whether you have acquired a self-build/custom-build plot and/or to see if you wish to remain on the register.

The register will not be a public document and will be treated as confidential. However, the council will publish headline data (such as location, type, and/or demand) from the register annually in the Authorities Monitoring Report.

Eligibility

To join the self and custom build register you will need to meet the following criteria – this applies to individuals looking to take on a project or each individual in a group:

  • you are aged 18 or over
  • you are a British Citizen, a national of an EEA State other than the United Kingdom, or a national of Switzerland
  • you are looking to acquire a serviced plot of land in Wyre to build a house to live in as your sole or main residence

You do not need to be on the register to self or custom build, however if you are registered you may be informed if suitable sites become available. To register please complete the form below. The questions are designed to give the council a clear understanding of your requirements and help us build up a picture of the local demand for self-build. We also need to understand how you intend to finance the development. The information can be used to explore ways in which it might be possible for individuals to be advised of suitable plots when they become available. We will not pass identifiable information from the register onto anyone outside the council without written consent.

Self-build and Custom Build Register Consultation

Wyre Council is starting a 3-week consultation from Tuesday 16 April 2024 on the creation of a two-part Self-Build and Custom Housebuilding Register.

For a number of years, the Council has maintained a combined Self-Build and Custom Housebuilding Register, providing data to better understand the demand for this type of housing in the area and plan for future needs.

The Self-build and Custom Housebuilding Act 2015 (the Act) and Planning Practice Guidance states that Local Authorities that maintain a Register can implement a local eligibility test. This would mean the register would include two separate parts:

  • Part 1: entries with a local connection and financial solvency
  • Part 2: entries with no local connection

The Act places a duty on the Council to grant enough 'development permissions of serviced plots of land' to meet the demand shown in Part 1 of the Register (but not specifically for those on the register). The entries on Part 1 together with the entries on Part 2 give the Council an indication of the overall interest in self-build and custom housebuilding.

Wyre Council is inviting views on its proposals to split the Register into Parts 1 and 2 and the nature of the local eligibility criteria to join Part 1. 

Proposed eligibility criteria is:

Local Connection (Applicants will need to meet just one of the following to be considered as having a local connection):

  • Applicant is a current resident of Wyre and has been for the last three years
  • Applicant is currently employed in Wyre and working over sixteen hours per week
  • Applicant has immediate family (parent, adult son/daughter or sibling) currently resident in Wyre for the last five years.

If an applicant does not meet the local connection criteria defined above, they will still be eligible to join the two-part register if they are a member of the armed forces or have been a member of the armed forces within the last 5 years.

Financial Solvency:

  • Applicants will need to evidence they have the means to fund a self or custom build house; this could include but is not limited to a mortgage in principal or assets or savings.

The consultation will run until 5pm on Wednesday 8 May 2024.
