Please could you provide listing data of all Affordable Housing Development Dwellings that have been agreed and by Plot Number for the current Year and previous four years. I believe the Process is that when Conveyance is completed it is the authorities responsibility to maintain data of which properties have been bought under the affordable housing scheme to ensure that any properties must have permission from the council to allow future conveyance. In addition what type of planning application must be submitted for any structural internal and external alterations to enhance the value of the premise under the scheme with sale value discount applied.

The information you requested is considered to fall within the scope of the Environmental Information Regulations rather the Freedom of Information and has been responded to under these regulations.

In regards to your question about alterations, affordable homes are subject to the same process as market homes. Most developments, subject to conditions and criteria, benefit from Permitted Development rights where you can perform certain types of work without the need for obtaining planning permission. Where a development does not have permitted development rights, or the works do not meet the conditions and criteria, a planning application should be submitted. When the vendor of an affordable home decides to re-sale, the home is valued by a qualified RICs surveyor who undertakes a Red Book valuation to provide a formal opinion of the open market valuation of the property. The relevant affordable home discount is then applied, based on the Section 106 agreement for that property. This is to ensure it remains affordable in perpetuity.

Where relevant, alterations or improvements to the property which the homeowner made that increases the Red Book valuation of the property would be captured during the valuation process.

A Red Book valuation is the formal opinion of value, this differs from a market appraisal which is an informal opinion on a suitable guide price to market the property for sale.
