Additional Restrictions Grant (ARG) from 19 July 2021

The Additional Restrictions Grant (ARG) provides local councils with a cash limited, discretionary grant fund to support businesses that continue to be severely impacted by restrictions and the transition out of restrictions. These businesses may or may not be in the business rates system.

Eligibility

This round of our Additional Restrictions Grant (ARG) scheme is targeted towards those sectors that we have identified as a priority for additional support, recognising that the lifting of restrictions will not mean as rapid a return to normality as it would for others.

  • Businesses from sectors that remain closed or severely impacted by the extended restrictions including those in the travel and tourism sector, nightclubs, theatres, events industries, wholesalers, breweries and wedding related businesses.
  • Additionally businesses from all sectors that may have been severely impacted by restrictions but are not eligible for the Restart Grant scheme, including those that do not pay business rates, can also apply.

The business must have been trading in the Wyre Council area prior to the 1 April 2021 and still be trading.

How much you will receive

As restrictions have been lifted, businesses must begin to transition back to normality and cease to rely upon government support. As the fund is cash limited, grants have been reduced to reflect this transition to recovery period. There is a range of one-off grant payments available depending on the type or size of venue as follows:

If an eligible business does not have business premises with a rateable value they could qualify for a one-off grant of £450.

Recognising that some businesses in the travel sector remain impacted directly by the Governments travel restrictions, then businesses in that sector will be dealt with on a separate basis and may be awarded a grant of a differing amount.

Any grant payments are subject to funding availability and the council’s discretion. These grants apply to the period from 19 July to 31 August 2021. Beyond this point there is no guarantee of further rounds of ARG.

Exclusions

This grant will not be paid to the following:

  • Businesses that have already received grant payments that equal the maximum levels of State Aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework.
  • Businesses that are in administration, insolvent or where a striking-off notice has been made.
  • Businesses in arrears on their Business Rates.

Processing your application

We aim to process applications as soon as possible, subject to them being complete and all necessary evidence provided. Successful applicants will only be paid when we have received confirmation from the Government that we have been awarded sufficient funds to enable us to do so. We expect to receive this confirmation on or around 27 August 2021.

Applicants will receive an email confirming the outcome of their application.

Dependent on demand, we reserve the right to amend the level of grants as necessary. We also reserve the right to change the qualifying criteria at short notice to reflect changing circumstances and demand on funds.

Payment will be made by bank transfer into the business bank account provided on the application form.

Prevention of Fraud

We may use any information provided for the prevention and detection of fraud under section 68 of the Serious Crime Act 2007 as part of the Government’s commitment to preventing fraud. Section 68 enables us to disclose information for the purposes of preventing fraud. Therefore, any fraudulent cases may result in prosecution. Any applicant who is awarded a grant but subsequently found to be ineligible will have the grant withdrawn and reimbursement will be required.

The processing of personal data shared with us in any anti-fraud data matching exercise will be carried out with statutory authority under the powers vested in Part 6 of the "Local Audit and Accountability Act 2014". It does not require the consent of the individuals concerned under the Data Protection Act 2018. In addition, all data used and shared with external agencies including the Department of Work and Pensions, HMRC and the Her Majesty's Court Service etc. where relevant will be in accordance with the Data Protection Act 2018 and the GDPR.
